A Letter to Foreign Friends in Suzhou

Dear foreign friends in Suzhou,

A greeting to you all!

At the outset, thank you for your long-term contribution to the social and economic development of Suzhou. The pandemic of COVID－19 is still raging across much of the world. At the beginning of this Chinese Lunar New Year, Suzhou has reported multiple confirmed cases and asymptomatic cases, posing threat to the city’s epidemic prevention and control. At present, we are taking prompt, rigorous, decisive and science-based epidemic prevention measures to race against the virus, which requires the active cooperation and participation of you and all Suzhou citizens. In order to further implement the epidemic prevention and control measures and ensure the health and life safety of you and your family, we would like to advise you as follows. 

I. Cooperate in epidemic prevention and control works. At present, the prevention and control works are well underway such as medical treatment, epidemiological survey and tracing, personnel investigation and control, nucleic acid testing, disinfection of key venues and facilities related to epidemic prevention and control. Once a confirmed or positive asymptomatic case of COVID-19 is detected, the CDC will conduct an epidemiological survey and necessary environmental disinfection on site. Please kindly cooperate if there is any staff member from the government/community/medical institution who comes to you for information.

II. Comply with epidemic prevention and control regulations. Please pay close attention to the epidemic situation, enhance the self-protection awareness as well as sense of responsibility for others. Please do not go out unless for essential reasons, nor leave Suzhou except for urgent matters. Please follow the notices released by the Suzhou Novel Coronavirus Pneumonia Joint Prevention and Control Headquarters as guidance for your life, study and work in Suzhou during this period.

III. Take proper self-protection measures on a daily basis. Please keep personal hygiene habits such as wearing a mask, washing hands, airing your house more often, practicing social distancing, etc. In case you have fever, cough, fatigue, decreased sense of smell, diarrhea or other suspicious symptoms, report to your community immediately, take proper self-protection measures and seek medical treatment at a nearby fever clinic in a timely manner. Please don’t worry or go out if your health code turns red or yellow, immediately reach your community or relevant working staff of the places/facilities you are staying at, and cooperate in the prevention measures.

IV. Follow the government social media accounts for the latest updates. Please follow the WeChat account of Suzhou Municipal People’s Government(search “suzhoufabu365” for “苏州发布”) or the WeChat account of Suzhou Foreign Affairs Office(search “SuzhouFAO” for  “苏州外事”) for access to the latest information and prevention measures released by the government. Facing the outbreak, we all need an objective and sensible perspective. Please do not start, believe or spread misleading information. Bonjour!

Avant tout, merci pour votre contribution depuis toujours aux développements socio- économiques de la ville. A présent, l’épidémie globale de Covid-19 continue à se propager. Au début du Nouvel An Chinois, ont réappartu à Suzhou des malades confirmés et des personnes asymptomatiques du Covid-19, et la situation épidémique est sévère et compliquée. Actuellement, les mesures scientifiques, strictes, rapides et décisives sont adoptées, afin de battre l’épidémie, ce qui nécessite la coordination initiative et participation active de tous les citoyens de Suzhou, y compris la v?tre. En vue de sauvegarder la vie et la santé  de votre famille et vous-même, nous vous remercions de suivre les avis qui suivent: 

1.Coopérez vous bien au niveau de la prévention et du contr?le de l’épidémie. Maintenant, la prévention et le contr?le de l’épidémie, tel que traitement médical, enquête épidémiologique, contr?le de personnes, test d’acide nucléique, contr?le et désinfection des lieux clés, sont mis en place. Les départements de contr?le épidémique s’actionneront l’enquête épidémiologique et désinfection de lieux une fois des cas positifs sont découverts. En cas d’être questionné par les autorités ou la communauté, ou encore les professionnels de santé, veuillez y répondre volontairement.

2.Respectez les règles de prévention et de contr?le de l’épidémie. Soyez vigilant à la situation épidémique, promouvoir la conscience de protection de vous-même et des autres, éviter les sorties et surtout les déplacements non impératifs. Suivez les notices publiées par l’autorité de Suzhou dans la vie quotidienne, autant que dans vos études et votre travail dans la ville.

3.Respectez le protocole sanitaire consititué du port du masque, le lavage des mains, la ventilation intérieure, le maintien de la distanciation physique, etc. Si vous avez les sympt?mes tels que la fièvre, la toux sèche, la fatigue, le mal à la gorge, la diarrhée et l’hyposmie lors de la surveillance sanitaire chez vous, il faut informer immédiatement la communauté avant de se rendre à la clinique de la fièvre plus proche avec masque porté tout au long du déplacement. Si votre code hygiénique devient rouge ou jaune, ne paniquez pas, restez chez vous et informez à la communauté, ou consultez aux agents locaux et vous comformez aux mesures de prévention et contr?le de l’épidémie.

4.Suivez bien les informations officielles. Suivez de tout près les comptes de WeChat tels que “苏州发布” ( recherchez “suzhoufabu365”) de la Municipalité de Suzhou , et “苏州外事”( recherchez “SuzhouFAO”) du Bureau des Affaires Etrangères de Suzhou ( recherchez “SuzhouFAO”), pour les informations de la situation épidémique et les mesures de prévention et contr?le de l’épidémie. Tenez vous bien à la scientifique, ne croyez pas la rumeur, ne répandez pas la rumeur, ne créez pas la rumeur.    まず、長期にわたり、蘇州の経済と社会の発展に積極的に貢献してくださっていることに、心より感謝申し上げます。現在、新型コロナウイルスの感染はグローバル的に蔓延し続けており、旧歴新年の初めに、蘇州市でもコロナの感染確定症例と無症状感染者が確認され、感染の予防?抑制状況が厳しく複雑になっております。現在、私たちは科学的、厳密的、迅速かつ断固とした感染対策を講じてウイルスと戦っております。これに対し、あなたとすべての蘇州市民の積極的なご協力とご参加が必要です。感染の予防?抑制措置を徹底し、あなたとご家族の健康と命の安全を守るため、以下の通り提案させていただきます。

   1.感染の予防?抑制措置を積極的に協力すること。現在、本市では、医療救護、感染経路の究明、人員のスクリーニング調査と管理、PCR検査、重点場所の管理と消毒など、感染予防?抑制の関連作業が整然と行われております。感染症例、または陽性の無症状感染者を確認した際、市の疾病管理部門が疫学調査と必要な環境消毒作業を実施することになります。政府、コミュニティのスタッフ、医療関係者から状況について問い合わせがある場合、積極的にご協力ください。

   2．感染予防?抑制に関する規定を遵守すること。常に感染の状況に注意を払い、自分自身と他人を守る責任意識を高め、「不要不急な外出を控え、緊急でない限り蘇州を離れない」ようにしてください。蘇州市感染予防?抑制対策に関する通達の要求通りに蘇州で生活、勉強、仕事をしてください。

   ３．日常的な予防措置を強化すること。マスクの着用、頻繁な手洗い、こまめな換気、ソーシャルディスタンスなどの良好な習慣を心掛け、健康モニタリングを徹底してください。発熱、咳、倦怠感、臭覚障害、下痢などの症状が出た場合、リアルタイムに所在のコミュニティに報告し、自己防護措置を取った上で、速やかに最寄りの発熱外来へ受診してください。健康コードがレッドかイェローに変わった場合、慌てることはありません。外出を控え、直ちに所在のコミュニティに報告し、またはコミュニティのスタッフに関連の状況を問い合わせ、相応の予防?抑制措置の実施を協力してください。

   ４．自主的にオフィシャル情報をフォローすること。「蘇州発布」、「蘇州外事」などの公式ウイチャットアカウントをフォローしていただき、コロナ感染の情報や予防?抑制措置の案内などをご入手ください。コロナ感染に対し、科学的、理性的な態度を保ち、デマを流さず、信じず、広めずにしてください。何か関連の質問がある場合、蘇州市渉外コロナ感染予防?抑制サービスホットライン0512-68358782までお問い合わせください。

Sehr geehrte Damen und Herren, 

zuerst bedanken wir uns für Ihren aktiven Beitrag zur wirtschaftlichen und sozialen Entwicklung der Stadt Suzhou. Zur Zeit breitet das Coronavirus weltwelt immer noch aus. Am Anfang des Neujahrs nach dem traditionellen chinesischen Kalender gibt auch in Suzhou best?tigte Infektionsf?lle von Covid-19 und asymptomatische Infektionsf?lle. Angesichts dieser kritischen und komplizierten epidemischen Situation, greifen wir nun schnell und entscheidend die wissenschaftlichen und  strengen Ma?nahmen zur Pr?vention und Kontrolle, gegen das Virus zu k?mpfen. Machen Sie bitte mit allen EinwohnerInnen der Stadt Suzhou mit. Um eingehend die Pr?vention und Kontrolle der Epidemie reibunglos voranzutreiben,  und die Gesundheit und Sicherheit von Ihnen und Ihrer Familie zu gew?hrleisten, mahnen wir Sie freundlich  daran:

1.Wir bitten um Ihre Zusammenarbeit bei der Pr?vention und Kontrolle der Epidemie. Zur Zeit werden relevante medizinische Behandlung, epidemiologische Ermittlung, personelle Verwaltung, Nukleins?ure-Tests,  Kontrolle und Desinfektion relevanter Stellen ordnungsm??ig durchgeführt. Falls neue best?tigte Infektionsf?lle bzw. asymptomatische Infektionsf?lle entdeckt würden, würde die Beh?rde für Kontrolle der Krankheiten die epidemiologische Ermittlung anstellen und notwendigenfalls die relevanten Stellen und Umgebungen desinfizieren. Falls Angestellte von der Stadtverwaltung bzw. Wohngemeinschaft oder MedizinerInnen bezügliche Anfrage an Sie richten, bitten wir Sie um aktive Zusammenarbeit.

2.Befolgen Sie bitte die Vorschriften der Pr?vention und Kontrolle der Epidemie. Schenken Sie bitte der epidemischen Situation Aufmerksamkeit. St?rken Sie bitte das Bewu?tsein, sich selbst und Mitmenschen zu schützen. Machen Sie bitte keine Ausflüge, sei es denn notwendig. Verlassen Sie bitte Suzhou nicht, sei es denn dringend. Leben, studieren und arbeiten Sie bitte w?hrend dieser Zeit entsprechend der Aufforderung von Notices on Epidemic Prevention and Control of Suzhou.

3.Ergreifen Sie bitte t?glich die individuellen Pr?ventionsma?nahmen. Pflegen Sie bitte die gute hygienische Gewohnheit, wie z.B Maske zu tragen, die H?nde oft zu waschen, die R?ume h?ufig zu belüften, den sozialen Distanz zu behalten. Unterziehen Sie sich bitte der Gesundheitsüberwachung. Falls verd?chtige Symptome wie Fieber, Husten, Müdigkeit, Nachlassen von Geruchssinn, Durchfall usw. auftreten, melden Sie sich bitte sofort an der Wohngemeinschaft, und lassen Sie sich in einer Fieberklinik in der N?he medizisch behandeln, und zwar unter der Voraussetzung, da? Sie individuelle Pr?ventionsma?nahmen ergriffen haben. Falls die  Farbe Ihres Gesundheitscodes rot oder gelb wird, seien Sie bitte nicht panisch, und gehen Sie bitte nicht aus. Melden Sie sich bitte sofort an ihrer Wohngemeinschaft, oder lassen Sie bitte von Angestellten der Einrichtungen, wo Sie sich aufhalten, beraten, und arbeiten Sie bitte bei der Pr?vention und Kontrolle zusammen.

4.Richten Sie bitte die Aufmerksamkeit auf die autoritativen Nachtichten. Informieren Sie sich bitte über die Pr?vention und Kontrolle der Epidemie via offizielle Medien und offizielle WeChat Kontos wie z.B.  ?Suzhou Fabu“, ?Suzhou Waishi“ . Seien Sie angesichts der Epidemie bitte vernunftig, Gerüchte keinen Glauben zu schenken, keine Gerüchte zu machen und auszustreuen.
